The House of Lords business plan 2004/05 describes how the administration will (a) provide cost-effective and responsive services to meet the objectives of the administration; and (b) develop initiatives to improve those services and meet new challenges.

This document is based on the 5-year strategic plan, agreed by the House Committee in March 2003, and identifies three strategic themes (i) the development and improvement of the administration's responsiveness to the House and its Members; (ii) enhanced use of Information and Communication Technology (ICT); and (iii) consolidating the administrative changes begun in October 2002.
