This 1st Edition of Petty Officer's Guide is written and edited by Petty Officers for Petty Officers.

It is designed to ensure Navy Petty Officers are ready "to fight and win wars at sea, on land, and in cyberspace" by exposing junior Petty Officers to innovative and modern leadership methodologies.

It closes the loop in the United States Naval Institute's Professional Reading series and increases the amount of modern naval literature on the U.S.

Navy Petty Officer. It was written to compliment the U.S. Navy Bluejacket's Manual, Chief Petty Officer's Guide, and Division Officer's Guide.

Serving as the "premiere leadership guide" to junior Navy Petty Officers, it enhances development processes and tools such as the Navy Leader Development Framework, Education for Sea Power, Sailor 360, and Navy Petty Officer Selectee Leadership courses. Furthermore, it reinforces modern lines of effort identified in the Chief of Naval Operations' Design for Maritime Superiority and promotes the development of innovative leaders and strategic thinkers.

It has also been written to expand the target audience that falls outside the junior Navy Petty Officer corps, primarily, serving as Work Center Supervisors, Assistant Leading Petty Officers, and Leading Petty Officers, but officers, civilian managers, foreign naval officers and enlisted personnel, and sister-service enlisted personnel are also key audience targets.
