Webb is a retired Lutheran pastor and Chaplain, Brigadier General (Retired), in the United States Air Force. He served congregations in Rhode Island, Florida, and South Carolina. He has earned degrees from Lenoir-Rhyne College (Hickory, North Carolina), where he received a Doctor of Divinity degree in 2006, as well as Lutheran Theological Southern Seminary (Columbia, South Carolina), where he received the J. Luther Mauney Leadership Award in 2004.
