Dealing with the subject of minorities and their protection throught constitutional and international law in Europe, this publication aims to show that local self-government can reinforce a state's territorial integrity by reducing tensions.

It reproduces national reports relative to self-government statutes benefiting minorities in Western countries, including Belgium, Canada, Denmark, Finland, Italy, Switzerland and Spain, and Central and Eastern European countries, including Bosia and Herzegovina, Hungary, Moldova, Russia, Slovenia and Ukraine.

The work of international organizations in the protection of minorities is also studied.
