The 2000 "Joint Employment Report" is based on the commission's analysis of the Member State's implementation reports on their 1998 National Action Plans (NAP) for employment and on the examination of how the 1999 Employment Guidelines have been translated into NAPs for 1999.

Its aim is to assess compliance by the Member States with commitments set by the Employment guidelines, and to undertake a first evaluation of policy efforts and of their impact on labour markets.

The analysis and conclusions included in this report provide the basis for the new Employment Guidelines 2000 as well as for the Commission's Recommendation to the Council for recommendations addressed to the Member States on the implementation of their employment policies.

The report offers, for each of the four pillars of the Employment Guidelines, a comparative overview of Member States' performances, including a thematic assessment of the policies and measures undertaken under the National Action Plans. It also highlights some examples of good practice that Member States have identified in their implentation reports and presents, for each Member State, an analysis of the policy measures implemented under the 1998 National Action Plan or announced in the revised 1999 NAPs, in the light of its employment situation.
