Economic Appraisal in Central Government : A Technical Guide for Government Departments

This new edition of the "Green Book" is to help officials in central government departments who have responsibilities for the appraisal of proposals entailing central government expenditure.

It provides guidance on basic principles, and on many broader technical issues for which there is a common interpretation of good practice in central government.

It supersedes the 1984 edition and its three supplementary notes and provides more detailed guidance on the valuation of non-marketed outputs, and risk and uncertainty, and covers a wider range of expenditure.
