In the heart of Manhattan, Trouble, a grey, long-eared rabbit leads a double life. By day, he snuggles up with his beloved owner, Cassie, but by night, he is Agent B.U.N.N.Y., a special agent for the Bureau for the Unloved and Neglected pets of New York. Trouble's job is to help animals who have been abandoned or mistreated find their way to loving homes.

When Trouble receives a distress call on his secret radio set, he springs into action to save a group of neglected pets who have been rounded up by the evil Pet Syndicate to be sold at auction. With his quick wit and nimble feet, Trouble sneaks into the abandoned warehouse where the animals are being held and frees them from their cages. But Trouble's next mission hits closer to home when Cassie goes missing at a playdate in the park.

Determined to rescue his best friend, Trouble enlists the help of the bureau's agents and together, they embark on a dangerous mission to track down Cassie and take down the Pet Syndicate once and for all.
