When their parents die, Titus and his sister Hannah are left to fend for themselves in the slums of Victorian London.

Taking shelter with, Inspector Pilbury, they should feel safe.

But though the inspector has just caught a child-murderer, the murders continue.

Now everyone is a suspect and Titus must find a way to end the killings.
