The Traffic Management Bill (HCB 13, session 2003-04; ISBN 0215703391) was published in December 2003 and will have its second reading in the House in early January 2004.

The Committee's report states that since the timetable has been so rushed, they have been unable to hold an evidence session on the implications of the Bill.

Therefore, they have had to base the report on work already undertaken for its inquiry into traffic law enforcement, in order to identify issues for consideration during the passage of the Bill.

Issues considered relate to: the transfer of responsibilities for managing the strategic road network from various police forces to the Highways Agency, including the appointment of traffic officers employed by contractors and their powers; network management duties of local traffic authorities; road and street works; and civil enforcement of parking and traffic offences.
