Global political, social and economic changes are have a dramatic impact on Commonwealth countries in general, and Southern African countries in particular.

Globalization, rapid change and complexity, demands for better services and pressure for accountability have all led to uncertainty about how policies should be formulated and managed.

Many governments are indecisive about the role of the state, and this rethinking has led to the reconstruction of policy-making processes.

On a global level, a new policy development and management paradigm is emerging - with different policy analytical models, tools, hypothesis and technical proposals.

A transition from administration to management is under way.

This study tackles this problem by addressing some of the questions raised by these issues, and offering a practical framework within which policy can be conceptualized, formulated, implemented and evaluated.
