Section l9 of the Children Act 1989 requires local authorities to review and publicly report every three years on the provision of day-care and childminding services in their area for children under eight.

The first Review was undertaken in 1992. This book looks at the first Review in Scotland and, by describing it from the perspective of those directly involved, uses it to help develop the process within local authorities so that future Reviews can take account of the collective experience of the first attempt.

In a wider context the book examines their implications of the duty to review for early years policy development, strategic planning and inter-agency working, and looks at the responses required at both local and national level to bring about more effective and comprehensive delivery of services for young children in Scotland
