Before the advent of radio or television or the development of mass circulation newspapers, the periodicals of Victorian Britain occupied a particular and distinctive position in the dissemination of information and the stimulation of debate about contemporary issues and concerns.

Since the nineteenth century was a time of major social, economic and political change, it is hardly surprising that an increasing output of the 'serious' journals concerned the condition of the people and the issue of social reform.
