Building trust : an introduction to peacekeeping and arms control

Focusing on the leaders of the defence establishment of the United States and the increasingly confronted dilemmas of their mission requirements, this text asks: are they war-makers, trained to overwhelm or destroy any enemy of the nation?; or are they peacekeepers, trained to use force sparingly?; or are they deliverers of humanitarian aid, trained to act as angels of mercy?; or are they all three?

As war-making and peacekeeping merge, this introductory book aims to provide the history and context of these dilemmas.

Its main concern is the role of trust in responding to them, the subjective and objective aspects of the circumstances of "security" as well as with the relationship between political distrust and arms races.
