Tenant management organizations are a form of participation in which management of the public sector housing stock is delegated to tenants via a management agreement approved by the Secretary of State.

The importance of training for tenant management has emerged gradually since 1984.

This report of a research project examines the role of training, its effectiveness, gaps in provision, and opportunities for commercial development.

At the time of publication 117 tenant management organizations had been identified, of which 73 were in London boroughs.

The number is likely to grow countrywide.
