In January 2004, the Inland Revenue entered into a contract with Capgemini to provide IT services to support the Department's business.

The contract is worth between GBP 3 and GBP 4 billion and replaces two previous contracts with EDS and Accenture.

This report examines how well the procurement was handled and the transition to the new supplier.

The first part covers the procurement and whether the Department took appropriate steps to choose the right option.

The second part looks at the transition and the management of the process.

The third part is an assessment of initial performance, whilst the final part draws lessons from the whole project.
