This report sets out the Committee's investigation into the complaint made against David Blunkett MP, by Andrew Robathan MP and others, that he misused a warrant for free rail travel by allowing its use by Mrs Kimberley Quinn, with whom he was having a relationship at the time.

The Committee's inquiry concludes that the Code of Conduct for MPs and the Green Book on Allowances states that only spouses are eligible for free travel warrants, and that it was Mr Blunkett's responsibility to be aware of these rules.

The Committee therefore upholds the complaint. Mr Blunkett admitted his mistake when the allegation was first raised, having wrongly believed that the rules for spouse travel warrants included partners.

He has subsequently apologised for the error and has repaid the cost of the tickets worth [pound]179.
