In December 2003, Ofcom, the communications industries regulator, announced that it was to undertake a Strategic Review of the telecommunications sector, in order to ensure the suitability of the regulatory regime in a rapidly evolving market.

The Committee's report examines a number of issues with regards to the Review and how it relates to the conclusions drawn in a previous Committee report (HCP 321-I, session 2003-04; ISBN 0215015304) published in February 2004.

Issues discussed include: availability and speed of broadband; 'enduring economic bottlenecks' in the network (where one operator retains significant market power and effective competition is unlikely to develop) and local loop unbundling; and equality of access.
