The Committee's report examines the mechanisms for ensuring compatibility of European Union legislation, with human rights principles set out in the EU Charter of Fundamental Rights, focusing on a recent Communication from the European Commission ('Compliance with the Charter of Fundamental Rights in Commission legislative proposals: methodology for systematic and rigorous monitoring', COM (2005) 172 final).

Despite certain shortcomings which are discussed, the Committee's report concludes that the Communication represents a positive step, which should increase awareness, both within and outside the Commission, of fundamental rights concerns in the development of policy and legislative proposals.
