Much of the material in this publication was first issued to accompany the establishment of the adventure activities licensing regime in 1996.

The regulations were revised in 2004 and the Health and Safety Executive (HSE) started a revision of the guidance.

With the merger of the Adventure Activities Licensing Authority (AALA) with HSE, the revision was postponed until the new regime began to take shape.

HSE was designated as AALA from 1 April 2007 and Tourism Quality Services Ltd (TQS), the private company previously designated as AALA has been contracted as the Adventure Activities Licensing Service (AALS) to provide most of the administrative and inspection functions on behalf of HSE.

Providers will not see much difference on a day-to-day basis but the legal position is different and this second edition of the guidance reflects the new position.

Although much of L77 has stood the test of time and is still relevant today, a number of changes have been made.

These reflect the designation of HSE as AALA, adopt the lessons learned through the previous years of operation, and clarify areas that have been causes of confusion in the past. The opportunity has also been taken to fully update the technical content where required.
