Accidents involving ships often result in deaths, loss of ships and damage to the marine environment, and they are a fact of modern times.

Such accidents can be traced in part to the growth and changing nature of seaborne commerce.

Equally significant, however, are the changes in labour conditions for seafarers and the problem of sub-standard ships.

These guidelines are intended to assist those concerned with labour and social conditions on board ship, to help ensure that the relevant international labour standards are complied with, and to minimize the risk of accidents caused by not fulfilling these standards.
