This inquiry examines the public library system under the broad headings of: accessibility; funding; new models of provision; the legislative framework; recruitment and training; the role of specialist libraries; performance and maintenance of the People's Network.

It concludes that whilst libraries are important the service is under stress.

Costs are going up but the spending on books is going down, as are loans and visitor numbers.

The key recommendations are thus designed to focus attention on libraries' fundamental role and distinguish clearly between core functions and desirable add-ons and establish stronger links between national library standards and the mechanisms whereby they can be achieved.

It wishes to see an action plan for the refurbishment of library buildings and a clear indication of where the resources will come from.
