We have been extremely gratified by the acceptance and usage of this book.

The Labour laws in India have proved woefully ineffective, prolix and repetitive, bogged in lengthy procedures and delayed justice.

It should be made simple and easily accessible, quick in decision and immediate relief.

But when efforts in these directions are made, it becomes imperative to simplify and clarify the provisions of an old enactment in a compendium instead of a big volume.

The prime purpose of this revised edition has been to broaden the application to add the case law and the simple approach of the author with its emphasis on short words and brief sentences.

The implementing authorities keep on harassing the factory owners for meticulous compliances and not the substantial compliances of provisions of law are the criteria.

In the field of labour welfare legislation, the Factories Act, 1948 occupies a pivotal position since it governs the conditions of service of millions of persons employed in factories. The provisions of Act do emphasise the conditions of service of the workers as enumerated therein but the certified standing orders facilitate the workers to understand with sufficient precision hence the draft standing orders have been included in this edition.

The book contains not only the clarifications of important sections but also the cases thereon.

It also provides the contextual frame-work of working hours, overtime, leave, health, safety and welfare, and among others, administration and enforcement of the Act.

Although the Factories Act, 1948 is a Central Act but Rulemaking powers are delegated to the States.

As a result, States have enacted their own Rules which are, by and large, similar.

The examples, given in the clarifications to the provisions, are as per Delhi Factories Rules, 1950 hence the readers should take them as illustrative.
