This volume covers Pant's writings, speeches, and debates between September 1936 and December 1937.

It is a particulary significant period - Pant was sworn in as first premier of U.P., and had to establish a working relationship with the British governor and the bureaucracy, and at the same time give a new direction to social and economic policies of the provincial administration.
