The 1998 report condenses three years' work into an extensive executive summary and a CD-ROM with animated presentations, which is expected to serve as the basis for a number of UK state initiatives.

The report offers three scenarios which are relevant to a wide range of interests. "Atlantic Storm" sees economic malfunction in Europe and consequent unilteralism in the United States, leading, by 2010, to a sharp cooling of relations among major powers and uncertainty elsewhere.

The "Market Quickstep" sees the adoption of uniform economic prescriptions, but without corresponding social or institutional evolution.

This leads to a fragmentation of decision-making to supra- and subnational levels.

Finally, "Wise Councils" - an aspirational though competitive scenario - sees marked changes in the ways in which we organize ourselves.

At the level of the individual, "navigation" becomes the key; companies become focused upon knowledge management; while the state finds a range of new coordinating roles.

The CD-ROM, with voice-over commentary, explores unfolding trends as well as methodological guides for changing management.
