This publication analyzes trend and policy developments and makes an overall assessment of the political, economic, and social framework of the Albanian housing sector.

The analysis is carried out by international teams of experts in cooperation with governmental bodies, non-governmental organizations, local authorities, and the private sector.

After broad consultations, the experts drafted a comprehensive analysis of the housing sector, drew conclusions and proposed recommendations to help policy makers develop strategies and programmes that are more effective and environmentally-safe.
