The International Narcotics Control Board (INCB) is an independent control organ, established by the treaty for the implementation of the international drug control treaties.

The Board's responsibilities are to monitor and promote compliance by Goverments with the provisions of the international drug control treaties and to assist them in their efforts to fulfil their obligations under those treaties.

This annual report is separated into five parts which cover: general information; status of adherence to international conventions of statistics and estimates; estimated requirements of narcotic drugs; statistical information on narcotic drugs and a comparitive statement of estimates and statistics for 1998.
