Major changes in the European security system in recent years, deriving principally from the collapse of the Soviet Union, have radically altered the security concerns of Baltic and Nordic states.

The security interests of the region require a level of commitment to, and involvement in, reconstruction in the old Eastern Bloc countries.

Failure to build economic stability in these countries will result in social and political unrest which could affect inter-state relations between the old adversaries of the Cold War.
