Based on a study of media use in two sheltered accommodation sites in North London - one with Internet provision and digital television and one without - this report explores the use of e-services, such as tele-shopping and banking, and considers the impact of on-line service delivery on older people.

It also considers the potential effects of older people's access to a range of government information and social services through electronic media, highlighting how the on-line availability of social services could reduce inequalities in welfare provision.

In particular, Internet use in sheltered housing highlights the potential of digital television and the Internet for delivering social care to older people in their homes.

It suggests that electronic delivery of social and health care services (e.g. pensions, repeat perscriptions, home shopping) could enhance and prolong the ability of older people to live independently.

However, the author emphasises that any advantages of digital access will only apply to people who are aware of, are able to use the new medium. This report addresses some of the key issues facing policy makers and service providers within and beyond the area of public communications.

It highlights the need for targeted service provision and outlines the types of assistance which will be required during the process of switching over to digital communications.
