This publication is aimed at increasing awareness and knowledge among policymakers, on how to create an enabling policy environment for enhancing regional connectivity and building a regional information society, taking into consideration the needs of the developing countries, especially the least developed countries, landlocked developing countries, small island developing states, and countries with conomies in transition.

The report takes stock of the progress made by the United Nations and other regional and international organisations, as well as civil society, in the implementation of the Plan of Action to build a people-centred, inclusive and development to oriented information society in the region.

The challenges posed by the recent economic downturn are also analysed in this publication, as are the opportunities offered by contemporary technology to address socio-economic issues such as insecurity and cybercrime, information monopolization, and environmental deterioration.
