Artificial Neural Networks

This ACOST report examines the issues relevant to the exploitation of neural computing.

Most of the problems addressed also arise in other technological areas which have similar pervasive characteristics.

The UK has a significant opportunity to exploit neural computing, although the commercial justification for its use has yet to be established in many areas.

However, there is insufficient provision for the communication of business needs and technological skills between researchers and users.

Also, existing technology transfer initiatives and the current mechanisms for managing the funding of research alone will not be sufficient to ensure successful exploitation and further efforts should be made to transfer technology to small companies.

It is essential that technology addresses real problems encountered by industry and commerce.

Greater emphasis should be given to the needs of users and potential users of neural systems.

The report therefore recommends the introduction of various initiatives to identify these problems and to prioritize those which can be addressed by neural computing and other information technologies. The report also recommends that consideration should be given to the formation of a devolved body to manage neural research within the programme sponsored by the Information Technology Advisory Board (ITAB).

This body should also have responsibility for coordination and dissemination of new results and should make provision for the training of staff from industry and commerce.
