The 38 Croatian, Slovenian and Czech constitutional documents reflect the development of the modern national movements of these Middle and South East European Slavic peoples and their political and cultural efforts to emancipate themselves from the Habsburg monarchy around 1848.

Here the two imperial "Cabinet Letters for Bohemia " are of particular importance for the Czech middle classes.

For Croatia, the "Petitions of Rights of the National Movement of the Triune Kingdom of Dalmatia, Croatia and Slavonia", and for Slovenia, the "Programme of United Slovenia" are of pre-eminent significance.
