Chapter 2, describes the structure and functions of the Department and the role of executive agencies and non-departmental public bodies. Chapters 3-12 sets out the various programmes the Department has been engaged with for each of the main spending areas, which includes: roads, rail and buses, local and regional transport needs, aviation, shipping and freight.
