The military leadership is concerned that the tempo of peacetime missions (support of small-scale contingencies, humanitarian relief, presidential travel, and other high-priority short-notice flights) is interfering with training to support wartime readiness.

To quantify the workload and operating tempo stresses in the mobility air forces, the authors developed a mission-day metric to measure the availability of crewmembers to fly peacetime missions after accounting for training to sustain wartime readiness and quality of life.
