In a perfect world, technology would rise to the needs of a free society and provide the means for sustenance and defense of that society. A contemporary example is atomic energy, which provided both the means to win a world war and a supply of cheap energy for the luxuries of growing western economies.

Should the discredited promise of nuclear power be called upon to throw off the fears of proliferation and tackle the problem of short-term energy shortages and high fuel prices? Can we trust ourselves, in a free society, to manage this awesome responsibility?
