The EU Constitutional Treaty was drawn up as a result of the discussions of the Convention on the Future of Europe, established as a forum for consideration of wide-ranging reforms, particularly taking into account the consequences of EU enlargement, and the need to improve the clarity, transparency, accountability and efficiency of its decision-making processes.
