A truck traveling north near the Mexican border was required to stop for a security check by the Mexican Army. As the soldiers approached, the driver, without a word, suddenly committed suicide. The shocked soldiers then opened the back of the truck only to find it was full of twenty-eight assassinated human bodies, and a strange cargo of illegal drugs.

When they discovered that three of the bodies were Americans, and one of them was a diplomat, the U. S. Secretary of State asked the Navy Special Investigation Unit to work with a brilliant young Congresswoman and the FBI to find out what was the reason for it all and who was responsible.

The investigation followed an unusual trail, leading to a violent Mexican Cartel, illegal smuggling and export of opium, and the construction of an unknown project just ten miles south of the U.S. border.

As the search for an explanation progressed, some very unusual connections with people, in Mexico, Germany, Cuba, Russia, and India, began to surface. As question after question just kept throwing the search off the track, the investigators kept finding strange answers.

But when they looked at everything together, it seemed to lead to a potentially dangerous extorsion project that might bring down the American banking system and destroy the U.S. economy.
