Detective Chung (Simon Yam) is nearing the end of his career.

Before he retires, he resorts to unethical methods in a last ditch attempt to put his old adversary, seemingly untouchable triad kingpin Po (Sammo Hung), behind bars once and for all.

But Chung's dubious practices come unstuck with the arrival of principled incoming officer and martial arts expert Inspector Ma (Donnie Yen), who has ideas of his own about how to take down Po.
