Although the cessation of Cold War hostilities presaged a new era of economic development amongst Mediterranean countries, it is obvious that potentially destructive divisions jeopardise progess.

Such "hot-spots" exist between European Union member countries concerned to sustain a flagging image as effective global instrument of security and the poorer and increasingly unstable Balkans, Middle East and North Africa, and also between the North and an increasingly militant Muslim South.

International security will depend critically upon the instigation of structures of economic and social co-operation.
