Based on the reasons set out in the European Union Committee's 2nd report, session 2010-11, HL Paper 44 (ISBN 9780108472756) the House of Lords submitted a reasoned opinion on the EU proposal regarding distribution of food products to the most deprived persons in the Union.

The Lords believed the proposal did not comply with the principle of subsidiarity.

The EU has now put forward an amended proposal, but the Committee still finds incompatibility with the principle of subsidiarity.

There appears to be no compelling argument to suggest that the Union is better placed than member states to ensure a food supply to its most deprived citizens.
