Taking the example of the machine tool industry in Brazil and India, the authors show that excessive protection is counterproductive in industries undergoing rapid technological change.

They conclude that changes in technology policy and tariffs should be made in consultation with manufacturers and users and that protection is progressively reduced in accordance with a definite long-term plan.
